Dr. Dawn Tobacco-Two Crow- Frank is an enrolled member of the Oglala Sioux Tribe. Dawn is an alumnus of the Oglala Lakota College. She Obtained a BS. Degree in Human Services in 2002 and later received her Master's degree in Lakota Leadership and Management in 2004 from the Oglala Lakota College. At the same time in 2003 she was accepted into a PhD program in Biological Sciences at the South Dakota State University in Brookings South Dakota, where she received her PhD in 2010.

Dawn has worked with the Oglala Sioux Tribe in the Health Administration office and the Indian Health Services. In 2001, she became the Project Director of the a program titled Teca Aicibleza Pi Kte meaning Youth Understanding themselves until 2004, where she was appointed as the Executive Director of the Oglala Sioux Tribe under Cecelia Fire Thunders' administration. In the spring of 2005, she began working for the Oglala Lakota College within the Graduate Program as the Coordinator of the Education Administration and is currently the Director and Chair of the Graduate Studies Program. She currently serves as the Chair for the Institutional Review Board, member of the Assessment Committee, has served as a member of the Institutional Affairs Committee for two years, and was a member of the Piya Wiconi Okola Kiciye - governing body of the Oglala Lakota College, for one term.

Dawn is an active member of the numerous community organizations such as Wacante Kiyapi Board of Directors, Tasunke Wakan Okolakiciye, Wakpamni District Task force, and has served as the Calico community president. She founded the annual Mni Huha Wacipi located in Calico, SD. She has been a member of the American Evaluation Association (AEAS) since 2006, South Dakota Experimental Program to Stimulate Competitive Research (SDEPSCOR), and the Circle of Life Steering Committee through the University of Colorado. She has been a member of the Oglala Sioux Tribe Research and Review Board (OSTRRB) since 2009. Dawn was appointed to the Black Hills Treaty Council on September 19, 2012. Dawn currently resides in Calico, SD, with her family.
