                                        ADMINISTRATIVE PROCEDURES (POLICY)

     The Board delegates to the President the function of specifying required actions and designing the detailed
     arrangements under which the college will be operated.  Such procedures and detailed arrangements shall
     constitute the administrative rules (procedures) governing the college.

     The procedures must be in every respect consistent with the policies adopted by the Board.  The Board itself
     will formulate and adopt procedures only when specific tribal laws and federal regulations require Board
