                                  TUITION, FEES, & BOOKS COLLECTION (PROCEDURE)

     PROCEDURE

     1.  All inactive student liabilities older than one academic year will be recorded as allowances for doubtful
         collection.

     2.  The Vice President for Business Affairs shall place a hold in the Registrar's Office on all grades,
         transcripts, and diplomas of students who have outstanding tuition registration fees, activities fees,
         lab fees, and books fees, until such debts are fully paid.  However, all current semester students having
         outstanding debts will be contacted by the student funds person/counselor by midterm and asked to sign an
         agreement allowing collections from current year financial aid.

     3.  All students will receive a timely and accurate billing for each semester.

     4.  All students records will be reviewed for accuracy upon the student's request.  If a liability is
         determined to be that of a program (such as CETA, BIA, etc.) rather than the students, and the student
         will not be held liable.

     5.  Any student enrolling for five semester hours or less is liable for all costs.  These students must make
         financial aid applications for a need determination as they may be eligible for other scholarships.
         However, they are not eligible for federal aid.  Staff responsible for enrollment of five hours or less
         students must collect in full all costs or develop a payment plan and process for students to pay all
         costs by the end of the semester for which the student is enrolling.  Included in this plan will be a
         minimum of fifteen dollar down payment.

     6.  Any student enrolling for six semester credit hours or more is also liable for all costs.  However, they
         may apply for financial aid.  Until the financial aid determination is made, the student is liable for
         all costs.  Until the determination is made these students will also be handled the same way as five hour
         or less students.

     7.  Any graduate still liable will be sent a letter explaining the bill and informing the student that he/she
         will not have access to his or her records until some effort has been made to clear the liability.  A
         motivational statement will be included in the letter strongly encouraging support of the College by its
         graduates.

     8.  In all cases, unless financial aid approval has been received by the Financial Aid Office, including
         costs of textbooks, students will pay for textbooks before receiving them.

     9.  Except for textbook costs and registration fees, these procedures will not be applied to staff
         development approved Oglala Lakota College Staff.

     10. Students may volunteer for work at the college in order to work off old bills.  These will be recorded in
         the business office as in-kind services and will be deducted (at minimum wage) from the student's
         outstanding balance.  These students need not be currently enrolled in classes, but must meet
         requirements for financial aid.  The student will be requested to fill out a Student Budget Payment Plan
         (attachment 1).  He/She will also sign a Formal Agreement contract with Oglala Lakota College agreeing to
         work said number of hours until the outstanding debt has been repaid. (See attachment 2.)
